Webinar: "Know Before You Go - Vaccinating Against Travel Risks: Best Practices for Policy and Preparation"

Description: As university-sponsored international travel grows, the risks associated with that travel grows proportionately. Faculty and staff who travel abroad with students should also have a plan in place and be well-versed in the details of that plan to help manage risks as they arise. This webinar will address some of the policy considerations and legal concerns facing colleges and universities whose students, faculty, and staff are engaging in international travel opportunities, as well as provide hands-on, practical ways that travelers can travel safely once they are abroad. First, this webinar will focus on the legal concerns and policy considerations that institutions of higher education should address when looking holistically at their travel abroad programs. Training opportunities, getting your arms around who is traveling where, developing emergency plans, and making sure proper insurance is in place are all important considerations.

The webinar will also look at hands on practices that students, faculty, and staff members can take to protect themselves while traveling abroad. Advance information helps the traveler understand the road safety situation in specific countries. Our speakers will discuss road realities, road regulations, specific areas to watch for, recommendations, and emergency information. Attendees will also come away with a clear understanding of how they can “know before they go” and get the latest travel reports, maps, plans, and off-program excursion planning information to best protect themselves from the many risks facing travelers around the world.

Cathy Silberman
Executive Director
Association for Safe International Road Travel (ASIRT)

Cathy Silberman has served as the Association for Safe International Road Travel's (ASIRT) executive director since June 2004. Ms. Silberman oversees all administrative, fundraising, and programmatic efforts for the internationally recognized US-based NGO. Ms. Silberman has traveled extensively and represented ASIRT at international road safety forums, where she met with government officials and business and civil society leaders. Ms. Silberman is a community service professional with extensive experience in all aspects of program development, funding, and implementation. She was formerly a senior planning associate for the Jewish Federation of Greater Washington, responsible for managing all human service programs and agencies funded by the philanthropic organization. As the liaison to partner agencies, she provided technical and substantive expertise to secure public and private program grants, evaluated agency performance through on-site assessments and budgetary reviews, and reported to the agency’s lay leadership as part of annual allocation process.

Julie Rosenbaum Skolnick
Development and Marketing
Association for Safe International Road Travel (ASIRT)

Julie F. Rosenbaum Skolnick earned her BA Magna Cum Laude from Colgate University, her MA in sociology from Boston College, and her JD from Cornell University Law School. She practiced employment and labor law at Robinson & Cole, LLP in Boston and as council to the Chairman of the National Labor Relations Board. Ms. Skolnick joined the Association for Safe International Road Travel (ASIRT) as director of marketing and development and in this capacity helps to coordinate and customize road safety information specific to clients’ needs. Ms. Skolnick enjoys writing and speaking about road safety, as well as identifying road safety advocates and enthusiasts who support ASIRT’s important work.

Seth Gilbertson, JD
Associate Counsel
State University of New York (SUNY)

Seth F. Gilbertson is an associate counsel for the State University of New York's Office of General Counsel. Mr. Gilbertson handles labor and student affairs matters for SUNY'€™s western campuses and specializes in records management and international programs issues for SUNY on a system-wide basis. Before joining SUNY, Mr. Gilbertson clerked for the New York State Supreme Court, Appellate Division, Third Judicial Department. In a previous life, he was the mountain manager of Apple Mountain Resort in Freeland, Michigan. Mr. Gilbertson earned his BA, cum laude, from Saginaw Valley State University and his JD, cum laude, from Albany Law School, where he served as editor-in-chief of the Albany Law Review. Mr. Gilbertson is active in both the New York State Bar Association, where he serves on the Law, Youth, and Citizenship Committee, and the National Association of College and University Attorneys (NACUA), where he is a leader of the international programs track for the annual conference.

  • Standards of Good Practice for Education Abroad, 4th Edition, Forum on Education Abroad, 2011. The Forum's Standards of Good Practice for Education Abroad recognize that there are no “one size fits all” answers for how organizations and programs should address a broad range of education abroad standards. The ultimate goal of the Standards is to improve practices in education abroad, so that our students' international educational experiences are as rich and meaningful as possible. The Standards are designed to fit a wide range of academic programs including direct enrollment programs, hybrid programs, island programs and field research programs. They are applicable to semester- and year-long programs, summer programs, short-term programs, and programs organized by US universities and institutions, international universities, and education abroad providers.
  • International Resource Center (IRC), National Association of College and University Business Officers (NACUBO). The IRC is a resource for colleges and universities engaged in international activities. It provides a framework for the key areas that institutions need to be mindful of when conducting activities abroad.  

Study Abroad:

  • Open Doors, Institute of International Education. Open Doors is a comprehensive information resource on international students and scholars studying or teaching at higher education institutions in the United States and US students studying abroad for academic credit at their home colleges or universities.
  • Students Abroad, US Department of State. This website, designed for students, provides helpful links and information on different pre-trip planning topics, including Smart Traveler registration, preparing travel documents, knowing what to do in an emergency, finding travel insurance, knowing where the nearest embassy is, and much, much more.
  • SAFETI (Safety Abroad First - Educational Travel Information), The Center for Global Education. The SAFETI Clearinghouse Project creates and disseminates resources to support study abroad program development and implementation, emphasizing health and safety issues. Colleges and universities all around the world can become members of the SAFETI Clearinghouse, contributing to the knowledge and dissemination of resources that will benefit the overall improvement of study abroad.
  • Disability Disclosure and Study Abroad: Understanding the Issues, Mobility International USA. This site provides practical guidance for education abroad professionals on issues of student disability disclosure. The issue of disclosure of disabilities is an important one for many international exchange professionals and for students with disabilities. Professionals often highly encourage students to disclose their disability to make sure that accommodations can be made in the host country. Making accommodations takes time and collaboration between the US-based staff, the student, and the hosting institution.
  • Center for Internationalization and Global Engagement, American Council on Education. ACE's Center for Internationalization and Global Engagement (CIGE) provides in-depth analysis of critical international education issues and administers programs and services to support higher education institutions' internationalization and global engagement strategies.
  • Mapping Internationalization on US Campuses: 2012 edition, ACE's Center for Internationalization and Global Engagement (CIGE). This report provides an assessment of the current state of internationalization at American higher education institutions, analyzes progress and trends over time, and identifies future priorities. Survey data from US institutions were collected in 2001, 2006, and most recently in 2011, when ACE surveyed 3,357 accredited, degree-granting institutions. This report is the only comprehensive source of data on internationalization in US higher education institutions from all sectors and includes two- and four-year, public and private, degree-granting institutions.
  • International Branch Campuses and Unique Risk Considerations, Ivana Chalmers, 2011 URMIA Journal. A very unique set of considerations may influence the ability of an international branch campus to meet its objectives and attain long-term success.
